Dump Valve Question

I am very confused as to why my Audi does not boost when I put the dump valve in.I bought a new dump valve thinking that the other one is faulty but to my surprise it is doing the same thing.The boost goes away , but when I take the dump valve out and close the hole where it goes the car runs like a deamon and tells me that the dump valve is not working?
I can actual here the boost leak when I do not put back the return pipe of the Valve.
My question is does the dump valve have to go in one way ?
And where do I connect the small pipe of the DV that connects on the side.?

If it is a stock valve or the 710n even, the internal diaphragms can tear causing boost to leak. If it is a stock style valve, the valve sits in "sideways." If you look at the valve, the top is where the little hose goes, then the bottom and side have the same size outlet. The "side" outlet goes to the IC piping, while the "bottom" goes to the hose back to the intake pipe. The small hose from the top runs to a valve under the intake manifold (to the n249 valve), but could also be run directly from a port on the intake manifold.
I can't find a good picture right now, but the first post in this thread provides a good diagram for all of the vacuum lines on the 1.8.
