Harmonic vibration that's RPM dependant in 99 a4 1.8tq manual AEB, crank pulley spins untrue at idle

are these indeed a harmonic balancer and the source of my problem? I put new engine/transmission mounts in and made the vibration worse, blipping the throttle from idle makes it evident, it's not speed/gear/load dependant, as the revs go up so does the pitch of the vibration, cannot find anything loose/wrong on the lift except at idle the crank pulley looks fairly untrue as it spins.

That part is important to control high frequency torsional/twisting vibration in the crankshaft and the connected driven parts, like camshafts, etc. The wobble indicates the likely partial failure of the bonding between the parts.
Crankshaft torsional vibration, is different from the vibration the engine assembly imposes on the engine mounts.
Did you use OEM parts, or stiffer mounts? The engine mount bolts/nuts are tightened from all just loose, with the engine idling in neutral. Same for the front torque reaction/snub mount.

and took it to a few shops, nobody can identify the source of the resonance/vibration, however the washers were missing from my engine mounts originally (replaced before i guess) and i tigthened them with the engine off... maybe put the washers in and tighten the subframe bolts but then tighten the top/bottom nuts with the engine idling? maybe missing washers don't matter? maybe flywheel is causing the vibration?

tightend with the engine idling. Make sure the front torque reaction snubber mount is not loaded at idle in neutral also.
