No Boost! No acceleration! I need your help.

I have no power on acceleration.
I suspect the turbo of not working.

I've been told to install a gauge for the boost and after the installation on the image, I have only vaccum and maybe 4 to 5 psi there.
Also the vaccum line have been test and repair at the Audi dealer.
Can it be some valves around the turbo? How can I find the problem?
The car consume a full tank of gas and I do 265 miles. Is it normal?
A4 1.8T 98, AEB the Motor, 150k miles

#12, Diverter Valve, using a hand vacuum pump, connected to the small hose nipple, apply vacuum. the DV must hold vac, and not leak away.
#13, N75 boost solenoid, the coil should have about 13 ohms resistance, with no voltage applied, the port connected to the turbo intake hose, must be closed tight, no air flow through the valve. With voltage applied, all three ports will be open/have air flow.
#11, Waste gate actuator, and connected wastegate in turbine housing. Make sure the diaphragm in the actuator is not leaking, test with hand vac pump.
Also, check the waste gate exhaust bypass valve in the turbine housing. The bypass valve must be closed tight with no boost pressure applied to the actuator.
Scan the ECU for any fault codes that may be recorded related to the low boost pressure.

On the oposite, the #17 is 0. There's no presure that can be hold. Is it because of #8 or I still have a leak somewhere.
I have done in the past a smoke test and I fixe the broken hose. Maybe there's still some, but I tough everything was fix. Any way, is it normal that I can't have a presure at my #17?
