P1340 and no readings MVB 090-098

2000 A4 1.8T Quattro manual, ATW engine
I am attempting to diagnose P1340 - Cam pos sensor out of sync with engine speed sensor. There could be several reasons for this:
1. Timing out of spec (by 1 or several teeth)
2. Cam pos sensor faulty.
3. Engine speed sensor faulty.
My RPM don't jump, appear correct. The car starts and drives fine every time.
In VAG-COM, trying to get to Measuring Value Blocks 090-098, but I am getting no readings there, nothing. The screen is just sitting with empty values in each of the 4 fields.
This leads me to believe that something is wrong electrically, but at this point I'm stumped.
Any help would be appreciated.
P.S. Can I check timing by taking the top timing belt cover off only, or do i need to put the car into service position to verify engine timing?

Turns out the AWT engine ECU does not support MVBs 090-098.
The reason for the code P1340 was indeed incorrect timing, it was off by 2 teeth. Someone has been messing around with the engine head since the last timing job, and did not install parts back correctly.
