Spilled engine oil on timing belt cover and others...

Hadn't had a good look around my engine in a while, pulled off the plastic cover/shroud only to notice the last monkey who did my oil change apparently missed pretty badly. There is oil residue down the side along the fuel injector wires and on around around the front to the the timing belt cover.
My concern is can oil get in behind the cover and onto the belt very easily? I'm also concerned some may have got on the serpentine.
I know people will suggest could be a leaky head gasket but evidence all goes right back up to the fill hole. Any thoughts if I should have the dealer who did the last oil change do some sort of inspection?
