No, that looks like a cylindrical filter housing; he likely has a duct going to it.
I have seen a few people running those on their ricers and TT's. If not mistaken, the design strength is better air flow by virtue of having an "in-line" filter design (similar to fuel filter designs) that disrupts the air flow less.
I would venture a guess that the air flow in a 3" cylindrical hose gets disrupted less going through a 6" cylindrical filter element and then back to a 3" cylindrical hose than it does going through the twists/turns/corners inherent in rectangular filter designs.
