You can simply pull the indicated hose off the EGR valve solenoid and plug it, or, like shown, you can cut the hose, leave the end that goes to the EGR solenoid open. Plug the other hose end that comes from the plenum. Then tuck those two hose ends under so that nobody will suspect a thing. Don't forget to hook the hose back up before a smog check.

and I'm in tough California. Yes, it will affect emissions, and while I'm all for saving the air I'm hypocritical enough to let that mod slide by my conscience. :-\ At least I make sure my tire pressure is correct and I don't drive when I don't have to.

at WOT. I doubt its even 1/10 of 1%. It is some and it is measureable with the right equipment but it wouldnt amount to a thimble-full and even at that its nowhere close hot blow-by gas volume at WOT.
Truth is not not ever going to be felt or perceived by the butt dyno or even the most sophisticated/sensitive engine/chassis dyno. You just cannot get enough exhaust gas down the tube... and if you did it would melt and drip into a sticky black pile in a heartbeat.

Still, even if it's not enhancing performance in any noticeable manner, it will at least prevent the engine from inhaling its own farts. ;-)

from re-entering the combustion chamber is to kill the solenoid and live with a CE light of pull the steel line off of the drivers side DP and plug the hole letting the EGR valve pick up fresh air.
No exhaust moves through rubber lines whatsoever. It gets pulled from the downpipe via a steel line directly to the EGR valve and into the intake manifold passage which brings it behind the TB behind meaning IM side of the TB).
