brake bias, has any one attempted to change it on a b4 90 ?

and it may very well be the case, shorter distance and all. I have the feeling that you will have very different results if you hit the brakes while turning, i.e. if there is some lateral force acting on the back. Before you dismiss this with "I never brake hard while I'm turning", think about a swerving emergency/panic move while you are on the brakes.

Check the proportioning valve, there is usually a spring with a rubber bushing attached to some part of the rear suspension.
Well when the spring gets old, it looses tension causing a loss of pressure.
My friend had that problem with his old GTI, and it was fixed with a new spring.
