that was routed to the OEM plastic plenum originally. Most opt not to use it. I provide it only because of a design philosophy and little more, ie; "far better to have an originally-functional provision and not use it than need it, even once and not have it."
It is pre-drilled or tapped for a 1/8" NPTF fitting. That fitting could have a small hose barb at it's opposite end to accept the vac line or for a threaded "plug" to seal the hole in the recovery sleeve.

lol, I read that Most opt not to use it, however I am kinda wondering what it was actually meant to do before I disconnect it.

where I explained where it is and what it does in great detail. You even went as far in that thread as to say you were sending an enevelope to me for the high-temp caps so you could cap the very same vac line off at the TB and the plenum... the SAME line we're we're still talking about in this thread!
And now, 10 days after you read the post explaining exactly what that vac line was "actually meant to do" and sending for the high-temp caps to plug it you now need to know yet again what that vaccum line was "actually meant to do!?!"
Methinks you should put some distance between yourself and that pipe. Maybe just start out taking a break for a day, see if that works ;-)

vac line caps

ok I was thinking we were talking about the black vac line that goes to the stock plenum much closer to the accordion hose.
Goes in to the back of the plenum a few inches form the accordion hose.
IIRC it goes in right in the area of the red arrow...

Sorry about the confusion.

aft of the EGR solenoid and it too can be eliminated and capped at the plenum but should not be capped or plugged at the hose coming off the EGR solenoid or it will throw a code. There is ONLY 1 throttle body-to-plenum "vacuum" line!
That line you're speaking of is what is referred to as the "EGR mod" talked about at this forum for years that eliminates Hot EGR exhaust gases from being dumped into what should be an otherwise cool/cold intake charge coming from the airbox/MAF. There is NO vacuum "before" or "upstream" of the throttle body butterfly plates. Vacuum can ONLY be created "aft" of the TB butterfly plates and "before" the intake valves.
The above diagram is applicable to ALL 12V North American Continent engines and not just '96 A4.
