my power steering pump keeps whining and i have fluid in it, does this mean it is shot?

Does it whine only after the car has been sitting in the cold?
Mine does that only for a minute or so in the morning. I think it's just moisture that dissipates once you get going. If it whines all the time, something's wrong.
