Need help with codes

I have these codes that I cant figure out. 17604, 17605 they point to the O2 sensors but I just put brand new ones in. I had different codes before that said the O2 sensors were bad. the new sensors cured the old codes and gave me these new ones. Occasionally comming to a stop the car will die and my gas mileage is horrible. I've tried 3 sets of O2 sensors and they've done nothing. Any idea's on how to fix this?

That code is for the O2 sensor heater.
Did you go from an OEM 3 wire to a 2 wire aftermarket sensor?
If you have a 3 wire, it might be that the O2 sensor isn't getting any voltage to heat it. Use a voltmeter to figure out where it's getting lost.
Does it seem to run better once the motor is hot?

My car is 97 A4 2.8 AFC engine. I went from the original stock O2 sensors to another set of used stock ones that gave me the same code 17509 O2 Sensor Circ., Bank 1 - Sensor 1 Voltage too Low/Air Leak and 17514 O2 Sensor Circ.,Bank 2 - Sensor 1 Voltage too Low/Air Leak. then figuring by chance I got two bad O2 sensors I went to the dealer and bought two brand new stock ones. which gave me the new codes 17604 O2 Sensor Heater Circ.,Bank1-Sensor1 Electrical Malfunction and 17605 O2 Sensor Heater Circ.,Bank2-Sensor1 Electrical Malfunction

But you need to find out why you have no heater voltage.
Again, I don't know that car, but check to see if there's a separate fuse for the heater. Then since it's common to both heaters trace each individual heater circuit back to where they become one and check there. Keep going back to the heater primary source. I'm "guessing" there is a drive signal from the ECU to a power stage that drives the heater. I'll look at one of the Bentley's I have and see how they source the heater voltage to try and give you some hints.

OK so I still have the same problem with my O2 sensors. the 17604 and 17605 codes went away and its back to the original error codes. I can't find any air leaks and I tried a different MAF. anymore suggestions?
