As from the VAG self study programme No.128. on the Audi V6 engine that landed in my lap via ebay.

Switchover flaps are always closed in neutral position and when speed is less than 4100 rpm.
In this manner there is strong torque in the low speed range and sufficient power output in the high speed range."
