so if I bored out the maf to 3" and keep the screen, them im still going to have alot more flow then what it was originally.
and once I get a VS, or make one. then I can remove the screen.
And why not bore it out if im doing it myself?
I have access to a mill.

Bigger isn't necessarily better, flow wise. Straight-through walls with larger ID will flow worse than the stock bore walls with sampling tube removed.
It's all about the shape.
A velocity stack is probably the cheapest/easiest upgrade available for this engine that actually makes a difference. Why do you not want one? If you can bore an MAF then flaring a bit of tubing should be child's play.

Do you have an Air/Fuel meter? If not, then get one and become familiar with it's patterns before attempting to DIY this mod.

Short answer: No, you could still get a CEL.
