Unplug the harness to the headlight and look at it and the headlight connector...
You will notice on the headlight that there are spots for 5 prongs but there are only 4 prongs. On the harness, you will see 5 "holes" for 5 prongs but you'll notice there is only 4 of the 5 holes is occupied with a wire. Now match the two up. You'll notice one of the prongs on the headlight matches up with the empty spot in the harness and the prong that is missing matches up with a wire in the harness. You want to disassemble the car's wiring harness and move that wire over to the empty spot in the harness. Be careful not to mix up the other 3 wires.
That pin on the headlight is for the city lights so you are basically moving the foglight connector in the harness over to match up with the city lights pin. I think this will make more sense once you actually look at it.
Keep in mind that the foglights are setup to only come on with the lowbeams which kind of defeats the purpose of the city lights so the foglight switch has to be rewired to work independently of the headlights. There is a write-up in the tech section on how to do this.

I don't know if I would call it a "tint", They are by Far the brightest I've had too...
I can send you the burnt out one if I still have it if you want to take a peek. My only explination is like contact lenses...in the well they look a little blue but they aren't...hard to explain I guess. I'll try and get some pictures. But It may be a while.

or you can tap the city lights into your regular parking lights...
that's what I did with my car. If you want to have the city lights shut off with the low beam lights, you can wire in a relay that makes it do that. I personally opted for them to stay on at all times cuz a) it was easy, and b) it looks cooler with the city lights to be on at all times. My mom's S type does it, why can't my A4
