For the engines that hv excessive oil consumption, are the stealerships actually sending blocks out for cyl bore/hone or just slapping in new pistons and rings?

The problem is the rings, and the fix is to replace the rings and the matching pistons. For a straight oil consumption issue, there's no need to be bothering with the cylinder. If your cylinder has issues requiring resurfacing, something more than basic oil ring clogging has gone on. Would be my take.

my 2016 A4 is drinking a quart every 300 miles. My rear bumper looks like I'm driving a diesel!
I hvnt even looked but I assume pan can come off while in the car to gain access to rod bolts?

Lower oil pan can come off, but the upper oil pan has two bolts in it through the RMS. You have to remove the engine, or drop the transmission, so you can remove the RMS to remove the upper oil pan.
