30v Intake and PCV parts - paging 77'911 :)

I guess my B5 post didn't have enough talk about turbos and 19" wheels? So I'll try here....
Going to go back into engine and finish up vacuum hose replacement.
Noticed that the black, rubber piece between the plastic intake boot and the throttle valve was torn. I managed to get it back on and salvaged it, but would like to replace it.
The only thing I can find in ETKA is 078 129 949C, which is called a "gasket" and looks round in the pictures. This thing is, yes, round, but three small cuts in it for bolts. Is that the right number for that part?
Also, at 143k, I reckon I should change the PCV system. ECS has them but more than I'd rather pay for plastic.
Should I get involved in replacing this or wait until it breaks?
ALSO, I verified the presence of an after-run pump. But I don't think I've ever heard it run. Even when it's 101ºF, and I don't turn on the A/C (thus no electric fan running), it doesn't come on. The temp gauge NEVER makes it more than a millimeter past noon.
Bentley says that the after-run pump should ALWAYS come on (for 3 minutes on a MY 1999+ car), but the wiring diagram in Haynes relates it to a temp switch. I could not find wiring diagrams in Bentley for the pump.
So does it only come on with a certain temp or should it come on all the time?
The car heat soaks rather well. I can come back to it an hour later, with it sitting in the blazing sun, and the needle is still at high noon.

I turned the car off. If parked outside I had to really listen for it. In the garage it was clearly audible. It's very quiet. I think you should also see/hear coolant running into the overflow tank while the pump runs.

needle went halfway between "noon" and the next notch......
.....no after-run pump. My resevoir is a bit too cloudy/yellow to tell if coolant is flowing, but I definitely couldn't hear anything with the hood open and my ear between the radiator and the engine.
Did your pump run even in the winter?
Do all ATQ/30V engines come with an after-run pump?
I'm not concerned as the car isn't overheating in the least, but I am a bit curious. Archives reveal that the electric fan runs through the same module, and it works fine.
Bentley's "check to see if working" procedures are rather slim: "should run after car turned off." That's it. No idea if codes will be sent if computer detects problem or what.
