Default Foaming PS Fluid and Pump Noise

A6 v6 30 valve 150k miles '98

Power steering pump makes the classic "no fluid" pumb wine and grind. The fluid level is fine. I noticed some bubbling of the fluid and it was dark. So I changed/flushed the fluid.

The noise is still there. You can look down in the resovior and see bubbling comming up and see the, now foaming fluid circulating in the resovoir.

The system does not leak fluid.

Is the pump trash?
Is the rack trash?
How do I trouble shoot it?

Default Change the pump

it's relatively cheap and easy to replace.
