from the boost gauge on my car
Maybe you've got a different G2. On mine, the pulley on the front of the s/c is turned by the serpentine belt on the front of the engine. This means that s/c shaft speed is directly proportional to the engine speed. SO, max boost is at max engine rpm. Half engine speed gives half s/c shaft speed, approximately half boost. I've confirmed this both with a boost gauge and with Tony at PES. It is a very safe, reliable way to limit boost, but it only gives you max power gain at high rpm.
