17883 - anyone know this DTC?

VAG-COM says:
17883 - EVAP Leak Detection Pump: No Signal
P1475 - 35-10 - - - Intermittent
I STFA, but can't find a whole lot. Most people think it's related to not tightening the gas cap enough, but then, wouldn't that throw a CEL?
This is not the first time that I see this DTC. It keeps reappearing.
What do you guys think?

Strangley in 1997, the light doesn't come on, but in 1998 its 2 DCY.
To check the EVAP canister purge regulator valve, open up the ECU with VAG-COM (while the engine is at idle), and go to measuring blocks. Punch in display group 070, and then switch to basic settings. Continue to run engine at idle until "EVAP OK" is indicated in display field 4. If the diplay changes from "Test ON" to "Test OFF" during the test, accelerate with a bried burst to repeat the test.

Test conditions:
- Engine coolant temperature at least 80C (176F)
Checking for blockage and leaks:
The EVAP canister purge regulator valve is closed when power is off.
- Remove EVAP canister purge regulator valve -N80- (in left-rear wheelhousing behind splash shield).
- Connect removed valve to harness connector.
- Start output Diagnostic Test Mode (DTM) and select EVAP canister purge regulator valve -N80-.
- Blow into long connection during output DTM, and check whether valve opens and closes properly. Replace valve if necessary.
- If valve is OK, check all hose connections between tank and valve for blockage or leaks.
EVAP canister purge regulator valve -N80- electrical test:
- Disconnect harness connector from EVAP canister purge regulator valve.
- Connect multimeter US 1119 (Fluke 83 or equivalent) and check resistance at across valve terminals.
Specified value: 22-30 Ohms
If resistance is NOT OK:
- Replace EVAP canister purge regulator valve.
