97 A4 not starting after ICM change

I changed the ICM in my 97 1.8T. The car would not start at first but after about 10 minuts it started and ran fine.I took the car out for a ride to the gas station and it would not start again after trying for a while it started.I drove it to my mechanic because the check engine light was on.The code was for cyl 2 misfire he cleared the code, car would not start again so I left it with him to check out.He said he checked all the sensors and wiring but could not find anything wrong.He said the car started fine first thing in the morning and would start everytime he tried after that so he thought it may have been a loose connection but it still did not start when he tried later.
The car was sitting for about 3 weeks so he said maybe tha battery might need to be charged I took the car home and charged the battery all last nite and today the car wont start it just cranks and sometimes sputters.
Has anyone ever had this type of problem or know where I should start looking?
I put the old ICM in and it does the same thing.
The only thing my mechanic was not sure about was the voltage to the camshaft sensor his info said there should be 9-14 volts but he was only getting about 5 volts.
