Default '97 instrument cluster screws won't budge

After searching around here I bought several mini bulbs online (orange base) and was planning to replace a few that have burnt out. My problem is that I can't remove the two screws above the steering column that hold the cluster in place. They won't budge! I've tried several screwdrivers, a ratchet, an electric screwdriver (with some pretty decent torque too). Nothing.

Any suggestions on how to get them loose? It's also a very tight area to work so large tools won't help. Any help is appreciated. Thanks.

Default Superman himself torqued them down

Don't give up, they'll come out eventually. However, once you get them out and reinstall the cluster, you'll quickly figure out why they were so damned tight.

I'd like to keep trying but I'm afraid I'm going to strip the screw heads.

You're in no better position now. You should've seen what came of the Torx screws I took out to remove the IC.

I understand your fear about stripping them. It took me awhile to get them out. Try tightenting the screw a little and back it out.

I have two audis, one of them the cluster came out fine but on the other I've got the same thing going on; one of the screws came out fine and the other won't budge and I've put the hurt on it. I may have to drill it out of there.

And I have no idea what Nate meant when he said "However, once you get them out and reinstall the cluster, you'll quickly figure out why they were so damned tight." Nate- is it a secret or do you maybe have some useful information you could share?

They squeak if they are not tight.
