Start by using the tools to get a belt back on the engine, then use a leak down test (not a compression test) to isolate any problem cylinders.

You need the bar and the locking pin, pretty much impossible without the tools.

if the belt broke you bentvalves, as said you will need to tools, but just for kicks you can eyeball it with a straight bar across the cams, put the belt on and turn it over by hand to get a compression reading, just to get a idea how many valves you bent, then pull the heads and order parts and the tools. but head gaskets are cheap, best to pull the heads before you damage it more!

*If* you pull the heads and see ventilated pistons just yank the motor and put in a known good used 2.8. They can be had for 400-500 locally, replace seals, wp tb and your ready to go.

You guys seem very quick to pull the heads. Why not take some time to do some diagnostics first? At least half the time that I see these problem the damage is limited to one head.
And jschick, you may want to edit your statement: eyeballing the cam positions relative to the crank and tell you how far cam timing is out, but it can't tell you how many valves are bent.
