By beater, I didn't mean an old 'nova or anything ;-) I just meant something that's as safe as possible for their spending range (i'll help them pay for it, but they'll have to save too) and that isn't going to be ridiculously fast. Ie, they aren't getting a camaro or a mustang or anything that's all motor and has a ridiculous amount of hp (sorry to stereotype, I know Raj has a rustang) ;-P
I don't know an answer, limiting speed is a tough call, by the answers you provided. Parents just need to be more observant of their kids driving habits, who they are driving with, when they're driving, and where they're going (and why they're going, ie, to do what).

It can record time, speed, top speed, average speed, and if it experiences a power loss due to being unplugged, it records that too.
If you're a parent that doesn't mind attaching a leash to their child, this is the ticket. Of course, there are implications of trust that go with leashing your child at the age of 18.
Regardless, if you're inclined, there will always be a way. I wouldn't be surprised if someone started selling a GPS based system soon, that would allow the parent to view all this data real time via a website.
