(compared to your summer tires) because winter tires won't channel water as effectively as most summer tires...or will this message suffice?

And I understood you said dry...but consider this...
Winter compounds are typically softer with more siping. That means the winter tread blocks won't be able to withstand the kind of sheer stress that the treadblocks on your summer tires can endure. So yes...steering response will suffer (though most of that is due to softer sidewalls)), braking distances will increase, and threshold braking limits will be lower. That's why I refuse to go with a winter tire any more aggressive than something like a Dunlop M2...tire compounds are way too soft for dry use...at least for any kind of semi spirited driving).
