A4 Automatic Transmission Range Sensor: Low Input Code

Does anyone know what the 17091.P0707 code for "Transmission Range Selector: Low Input" means? The car's only issue is every once in a while the car misses out/lurches/slips in 1st or 2nd gear. But the engine revs don't stay up, they oscillate as well. The trans fluid was changed, new filter, new gasket, but the car was doing this before and after. A shop did verify there was enough oil in the system.
So if this sensor is bad, where is located, and how easy is it to replace? I don't think the sensor is completely shot because this problem is only rare/occasional. But I'm guessing if the transmission does not know what range it is in (hence an error code), then it might not understand what range to shift which is causing the condition.
Any help here is appreciated!
