A4 (B5) Speedometer is possessed!!!

A4 (B5) Speedometer is possessed!!!
I have a 1998 A4Q 2.8 and the speedometer sometimes jumps around, then stops at a speed (like 170km/h) and stays there even when the car is stopped.
When I start driving again, it moves from here as if 170 km/h is the zero point. The cruise control and odometer still work correctly.
Am I looking at a new guage cluster? Any help would be appreciated.
