Is abs light on / brake light blinking *ALWAYS* abs controller module on the pump?

Is abs light on / brake light blinking *ALWAYS* abs controller module on the pump?
I have documentation from the previous owner stating it is the "abs controller" however that's not conclusive enough to determine between abs module & abs computer (which i guess is under the seat or what?)
