Am I able to put 3M IHG on my car using a buffer? if no can I atleast take it off with the buffer?

You can, but 3M makes a product called Imperial Machine Glaze...
It's obviously designed to be used with a machine (it won't dry out as quickly), but it's basically the same stuff as IHG. Anyway, you can use a buffer to apply, but I would highly recommend removing my hand. Once the product dries out, you'll generate a good deal more heat when running the buffer over the paint, and that heat may result in swirling or machine marks on your paint. Also, IHG/IMG does tend to cake up the polishing cloths, so it's really best to do it by hand so you can turn the cloth, or sway in a new one as needed.
