but -- ideally you want to keep the same tire diameter but just with different wheels.. its more that a 17" wheel makes the gap more visable than it actually makes it bigger - but it does affect it. but none the less, it is minimal.

for a few reasons.
Mainly, the larger wheels are also larger in width, so they come closer to the wheel well. This really makes the gap much more noticeable to the eye.
Also, there will be much less black rubber and alot more wheel. Visually this draws your eye to that part of the car, the wheel and fender. All that gap just looks god aweful, IMO.
If you're doing this mainly for looks, just get a decent set of shocks/springs. Nothing to expensive, such as Coilovers or anything like that. It's an average priced mod, usually much cheaper then a good set of wheels/tires. But I wouldn't be able to help with recommending a good inexpensive setup, as I went with CO's.
