Anyone do their own timing/serp belt change? I need help.

My car - 1998.5 A4Tq - is in having the timing belt done at an independent mechanic and he has encountered a problem.
The new oem v-belt (water pump belt) that he has is longer than the one currently in the car! He has verified on three seperate belts that it is the correct part number and length (11x528mm i think). However, when he goes to install the belt, it is too loose. He mentioned something about being able to adjust the pulleys if the opposite situation were to exists - but all the shims (sp?) were already outside of the pulleys.
He has put the old belt back on (the timing belt, tensioner, water pump, alt/steering belt, and a/c belts were all changed successfully). Does this make sense to anyone?

I don't know what the problem could be. The setup for this belt is as simple as you can get. One belt, 2 pulleys. No tensioner. Your dimensions are correct.

The water pump belt is the smallest of the bunch. It doesn't have any tensioner IIRC.
The AC belt is the next in size, and it does have a tensioner. The serpentine (Alternator) belt is the large one, that also has a tensioner. Then there's the Timing belt.
I think only the A/C and the water pump are "V" belts. Which is loose, and which did he have to re-use the old one?
