the heat shield comes on and off without removing the oil line. this is on a 2000 ATW. the caveat is that two of the mounting points for the heat shield are tabs coming off the oil line. so if your oil line doesnt have the tabs, the there is nothing for the heat shield to bolt to.

here's what the are looks like without the shield on. two silve tabs coming off the oil line and two black tabs coming off the pcv hard line mount the heat shield.

my gut feel is that you need a new oil line.
