Default yeah it's used in conjunction with a load reduction circuit, most of the time for
push button starting and starting ignition systems on non drive-by-wire cars. The relay loops the charge through so a electrical component won't be overpopwered by the charge.

I see you had the same problem...Were you able to fix it by replacing the relay...

Confused.. I don't recall having problems with my load reduction relay.
