well.. in theory you could, and then as the altitude changes..
(which happens all the time in the Rocky Mountains - like 4K daily)you would have to have a flucuating volt level to try and get full boost (that is why you would have a program like J31 anyway..right?). Also you would need an MBC so you can control the spike problem. of course after all that you still would with J31 also be running very rich even after you have a FPR...etc OR you could simply go get an MTM altitude chip and have none of those problems, run smoother and CALL IT A DAY! I know which one I prefer, because I tried them both

it wouldnt be that complicated...go to the highest altitude you'd drive.
put a pot. in line, set to not create cel.
you're not really altering the the performance that much. anyway, it doesnt matter now
