Audi ABS FTL. Both the Suburban and the Nissan stop quicker than the A4 in today's snow storm.

Is it ABS or the tires?

Tires on the A4 are new studded snows. It drives and corners great. The Suburban does have new tires, but plain ol' SUV tires. The Nissan's tires are 3 years old.

At stop signs, the trucks stop, but the car does not.

ABS only helps retain steering ability during stop, it does not stop you faster.

Agreed. In fact, sometimes it does not stop you at all. I'd turn it off if I could.

ABS on any car I've driven has never made me stop shorter. In fact I can stop shorter without it with a bit of a slide heh.
