Default Average engine idle speed at cold start

I've just noticed on my A4 1.8t, the engine idles below 1000 rpm even during sub 25degree tempature, is that normal?

Default idle @ 850rpm regardless of outside temp (more)...

...big difference from all my Hondas. when cold out, they would rev as high as 2500 rpm and slowly drop until the car was warm. i think it's pretty cool the A4 remains calm and poised regardless of what's going on outside.

isn't the thermostat electronic? instead of revving the engine, maybe it simply restricts coolant flow and kind of 'forces' the engine into overheating so to speak. i know this is basically what all thermostats do but it seems there's something extra going on under the hood on a frezzing winter day.
