the OEM projector housings that weren't originally HID XENON can be made so by getting the conversion kit right? Aren't the projector lenses on the OEM lights just as good/better than most after market ones?

Sort of. There are two different OEM projectors. one is for a halogen bulb, one for a xenon bulb
A4=halogen, S4=Xenon. Then there are E-Codes...same two options, but without the amber turn signal. That being said, you can put a Xenon bulb in a halogen projector, and vice versa(I'd assume it would work the other way). The main difference in the two, is the cutoff plate. Basically a little piece of metal, engineered to shape the beam of light, for the xenon one way, and for the halogen another way. The way the light is projected past the cutoff plate is what you see as the beam pattern.
So to answer your question simply, Yes....you can make an OEM halogen projector output a xenon beam of light. I have done it, and so have many others. The correct way is to use an OEM projector, designed for the type of bulb you want to use to ensure the light performs how it's supposed to.
If you search, there are pictures comparing the two(or four, incl. E-codes)
The most desired combination is a European spec HID projector. Best looks and best performance.
