Well what he is getting at is "are the 3 valves in 1 cylinder or 1 valve in 3 cylinders?".

This is info you haven't given yet and Justin is just asking if you have checked to see if the cam is in a position putting those 3 valves(in 1 cylinder) in a open position.

Saying 3 valves are open is pretty vague seeing that there are 20 of them.
