Best solution for sagging bumper?

My bumper has been sagging near the fender for quite sometime now, I believe since I had my timing belt done. I usually pop it back into place about once a day but it is really starting to annoy me because I feel like it makes my car look really sloppy.
It seems as if the "claw" is worn down so once I hit any kind of bump everything drops back off of it and I'm back to where I started.
I did a search and it seems most people either drill holes and zip tie it up into place, or use small self tapping screws through the bumper and into the fender area for the quickest/easiest fix.
Has anyone had this problem solved using this plan of attack or should I look into more involved solutions like replacing the claw or bumper supports?

I never noticed it until I went to remove the bumper. It seems quite solid and the bumper sits in a perfect position with it. It is drilled upward into the inside lip of the fender. I think you can likely go with this yourself if no other solutions come up.
