Default which is better high flow cat or test pipe?

don't plan on changing stock turbo any time soon but i plan on getting an exhaust w/in the next 2months

Default well a test pipe is no cat(illegal) and a high flow cat is a high flowing cat

which one is up to you

Even if its another working cat? I've never heard that before. Whos watching to see that you dont though?

Default well i have a "bad cat" so its neccessary but i wanna upgrade rather than...

pay $200 something for an oem part that offers no potential for gains

Eveything you do to your car is legal as long as you do not drive it on public streets or don't drive at all. As long as you have valid emissions and inspection results you're free to do whatever you like. (provided that you get the emissions and inspections results before the mod.)
That's my understanding of the issue. Please, correct me if I'm wrong.

if you live in a state that has Vehicle emissions inspections you need a cat. NJ does visual + OBD11
