Bobbling idle... ISV or dirty throttle body?

Lately, as it has gotten colder, I've noticed the idle on my 2.8 have gotten sort of bobbly. If I'm slowing to a stop, the revs seem to dip down to 400ish, then back up to 600. If I rev in place, it'll shoot up, back down past 600 to 400, and back up to 600. It's even more noticeable (and often lower than 400) if I'm maneuvering into a parking space, and thus, using the power steering pump.
Do these sounds like symptoms of the ISV, or perhaps just a dirty throttle body? It doesn't really affect the car's ability to drive, but the wierd vibrations of idling too low are irritating. Thanks in advance.

Agree with the vacuum leak. I have to replace my whole PCV vent system, it's all cracked up
I have noticed though that unplugging a camshaft sensor will cause the same thing.
