Bolt & nut on steering column joint, how to safely remove?

I am trying to remove the bolt/nut that holds the steering column joint. Bentley says to remove the nut and then to unscrew the Torx 50 bolt CLOCKWISE saying it's an eccentric bolt. It says nothing about the nut being eccentric. Am I to assume the first 1/4" from the tip of the bolt is threated normaly, the middle unthreaded, and the last 1/4" threaded backwards? This would make it so the bolt wouldn't untighten when the nut is put on but also means I can't just hold the nut and unscrew the bolt.
The position of the nut is awkward at best and it's starting to strip. So I'm trying to figure out what the bolt looks like so I can figure out a solution. Anyone have any info on this?

according to bentley. Look at the online bentley and it should have the notes.
