Boost Spike Question

So here's the thing, I got my boost gauge installed last week and I've been monitoring it a bit. In certain situations Im able to get 1.25bar of boost (or ~17.98psi) but other wise I just get something like 1.06 - 1.14bar of boost ( or ~15.37 - 16.53psi). The 1.06 - 1.14bar of boost is achieved in normal situations like a rolling start from 2k RPM in any given gear and shifting into the next, or just putting my foot down at any time but the following scenario. the 1.25bar of boost is achieved by being in say 3rd gear at middle RPM's like 4-4.5k with no boost and then going WOT. Im guessing the reason Im able to achieve 1.25bar in that situation is because the engine is allready at a speed at which it can easily create boost so the turbo ends up over delivering. I should also add that the APR chip when I've logged actual vs requested boost only asks for a max of IIRC 1140mbar or ~1.14bar so in normal situations Im hitting the expected ammount of boost.

the higher the RPM the less it will spike, it all has to do with how much load your putting the chip under...thats my 2 pennies

Internal wastegates bleed pressure from the exhaust compressor. External wastegates mounted on the manifold vent the exhaust before it ever reaches the exhuast compressor.
