Brakes squealing/ rubbing even when pedal is NOT applied (at low speed)?

I have been hearing a sound identical to low speed brake squeak/squeal, except for it is usually when I am turing (and sometimes when I am going straight) at low speeds (like an a parking lot) and I am NOT applying my brakes.
Is it possible, or probable that this sound is infact my brake pads rubbing on the rotor somehow even when I am not applying the brake pedal? It is the exact same pitch squeak that I hear when I do apply my brakes at low speeds.
It sounds like something rotating also. The way the squeal is, it is most likely from something spinning as the pitch changes as the wheel turns.

definitely rotational. comes and goes. Sometimes straight line, usually when I turn right. Low speeds. When I hit the brakes, it stops.
I've never heard that this may be related to wheel bearing, but I do think my front(s) are on their way out (airplane humm at highway speeds)
