My thoughts
I bought a 97 1.8T Quattro in December and have no regrets with not getting the 12V 2.8. I drove them both. I thought the 1.8's ride was smoother, and more controlled than the 2.8 (could be a lot of reasons for that, including mileage.) The 2.8 is really quiet and smooth, the 1.8T makes more noise, but it is not offensive. The 2.8 is a little quicker, but the 1.8T has surprising torque, and gets better gas mileage. The 30V 2.8's are pretty expensive though, it depends how much you want to spend.

Re: Uhh...probably the new one with low miles, and dont get a 96'.
The 96' was the first year A4 and had some minor issues. The engine in the 96' 2.8 doesn't have as many valves and cannot be tuned very much. Their new V6 has been used since 97' so parts are more available. I would be very careful when buying a new model their first year.
