Buzzing relay (fuel?), power cut...

Hi Everyone,
I seem to be having a relay problem - I'll be driving around normally and then lose all power (like a total ignition or fuel cut) for brief intervals. When this happens, a loud buzzing can be heard from the left knee bolster by the fuses/relays.
To my knowledge, only the fuel relay would do this - but buzzing is sort of a weird failure symptom for a relay (or is it?) Would whatever sends the signal to the relay (ECU, I assume...) be the more likely culprit? Have a new relay on order today to troubleshoot.

Install a new ignition switch (or if you like to salvage otherwise cheap parts like me, unclip the cover and buff-up the contacts). My '96 made the buzz when trying to start, it was burned contacts in the switch.
