There have been some posts that vehicles purchased without the California emissions option have the California emissions sticker. But, if you are trying to register a vehicle in California, I don't believe that the DMV will accept that. At least, they wouldn't for my vehicle, even though it had just been looked at by one of their inspectors.
The only way I can think of to verify if your vehicle meets California emissions is by requesting a Certificate of Conformity from VW/Audi of America.

He's been hearing from AudiWorld readers lately, and one person got a FAX response within 20 minutes. Personally, if you don't need the information right away, I'd try writing them first so they'll be more likely to help when an urgent situation comes up, but that's just the way I would do it if I weren't in a hurry. But, that's what they are there for, and if they are really customer oriented, it shouldn't matter how they get the request.

P.S. If you don't want to go through the trouble right now, this is what you might expect on a Certificate of Conformity:
"Based upon records in the possession of Volkswagen of America, Inc. we confirm that the vehicle identified above was foriginally produced by Audi AG, Germane for sale in the ... market. The vehicle was certified by the manufacturer to conform to ... (e.g., all applicable Canadian Motor Vehicle Safety Standards (CMVSS), US Federal Motor Vehicle Safety Standards (FMVSS), California Air Resources Board (CARB) and US Environmental Protection Agency (USEPA)) ... regulations at the time of manufacture, with the following exceptions: ... "
