Camshaft Position Sensor Error

I have a 1998 A4 2.8L Non-Quattro...I have a persistant problem with the check engine light...it's ALWAYS on. Checking the error codes comes back with P1338, Camshaft Position Sensor short to ground or Bank1 open circuit. I have replaced the sensor in the past hoping to correct this problem and it didn't work. This really doesn't make sense to me because as far as I can tell my engine shouldn't be running if I receive this error but it is, and it's running perfectly. If anyone has had this problem in the past, or has any suggestions please let me know. Oh, and the wiring is fine...I read that it's suggested that one replace the ECU if replacing the sensor doesn't work...I might be an idiot, but my knowledge of cars is limited...what's the ECU and what am I looking at to replace that?

My shop mechanic tested the wiring and said it was fine...not sure how though. He specializes and primarily works on European cars, especially Audis so I trust what he says.

There is a visual inspection of the wiring, and there is testing for continuity. Depending on what kind of mechanic you talk to, it could be either of the above.
