Can any other turbos be mounted to the pes manifold without major problems, like a 28rs

Any Garrett T- series turbo will bolt up....
however it is not saying much because then you must keep in mind both hot side and cold side connnections and castings will differ.

Re: PES manifold is T-25 flanged....
Thats the 4 bolt rectangular opening that feeds right into turbo(just incase u didnt know). So basically any turbo that is T25 flanged(Gt25,gt28rs,gt2871).The other common size for our applications is called t3 flange, which is a little bit larger(GT30's,GT35's, t3/t4's ect.).
The other tricky part is the downpipe side of the turbo. Turbonetics has 2 different 5 bolt patterns for the exhaust housing exit(where dp meets). I believe one's considered standard pattern and there is the Ford style also(both very similar). So check on that also.
GT turbo's are sensitive to oil pressure(esp. startup) so its recomended to use oil feed line restrictor(it really is needed). Also i'd double check the oil and coolant fittings between the turbo's.
The Gt28rs compressor outlet is made to accept a 2" coupler and Im not sure if your T28 PES uses has the little 3 bolt triangle flange to mate up your IC tubing so check that as well if u havent.
GT28rs uses bigger compressor inlet(your air intake)thats 3" and t28 is much smaller and is flanged so not direct bolt up either.
You prolly know this already so im outtie, ask if ya got any other ?'s.
I just covered physical connections between the two. Just make sure you check the outter dimensions of the 2 turbos(dont want bigger turbo to hit engine block to make sure theres space.
On ATP's site under turbo info is all the specs on all of this stuff so no guessing is needed.

why do they use the restrictor in the oil line? yeah im wondering about physical dimentsions
Ithing most other turbos are just to large to connect to the manifold and not hit the block, i think.
