Can a bad feul pump relay cause the car to randomly lose power while driving and to not start?

Can a bad feul pump relay cause the car to randomly lose power while driving and to not start?
Friends car, the gauges, only temp and fuel level, go nuts when you turn the key to on position, also there is a buzzing sound and have figured out its the fuel pump relay. Also the car won't start nor turn over with the starter sometimes, but then occasionally it will. I push started the car and it drove but had to try a few times. Soo think the fuel relay or the starter and fuel relay?

that's the thing its intermitent, but what else could it be?.....
also maybe another relay that is buzzing when it shouldn't be but im pretty sure its the wiper relay and was buzzing or vibrating b/c its near the pump one. Also the starter works as if its dieing however that is also intermitent.
