Can the dealer tell that I have a Greedspeed VBL (Neuspeed) programmed chip in my ECU?

They won't find it unless they are looking. They'd have to either drive your car or run boost tests on it. Which they probably won't do unless there is a turbo problem. A bunch of people make it through service with a chip...Including me

I took my car to Greedspeed and they returned it to stock programming. Then after the turbo replacement, they rechipped the car. Free service from Anthony @ Greedspeed.

known problem on 97 and 98 A4s. They have a revised heat shield and oil line that supposedly prevent another occurrence.

oil lines. The wastegates are prone to failure all by themselves...I think the oil lines and heat shields were revised to protect the lubrication to the turbo. If he has a bad wastegate, all of the above should be replaced by the dealer (on AoA I hope).
